Project Description
The Main Street (US 17A) Project includes improvements to Main Street (US 17A) and associated intersections in Summerville between Carolina Avenue and Luke Avenue to enhance safety, improve traffic operations, and better accommodate bicyclists and pedestrians along the corridor.
The Town of Summerville's Main Street Resiliency Project extends from Luke Avenue to US Hwy 78. Dorchester County and the Town of Summerville will continue to coordinate closely on the two projects as they progress.

Project Announcements
Dorchester County would like to inform the public of a correction made to the Public Information Meeting #2 Presentation for the US Highway 17A (Main Street) Improvements Project. An updated version of the rendering slide titled “Main Street at Summerville Elementary” has been posted to the project website, along with a new typical section depicting this specific segment. The original rendering incorrectly depicted a proposed new sidewalk on the west side of Main Street across from Summerville Elementary School. However, no new sidewalk is proposed in this section of the project. The rendering and typical section exhibits have been revised to accurately reflect the current conceptual design. This update only affects the visual renderings and does not change the proposed project improvements currently under consideration. The project concept shown in the roll plot has not changed.

Dorchester County is proposing improvements to US Highway 17A (Main Street) in Summerville between Carolina Avenue and Luke Avenue. The Main Street Improvements Project includes improvements to Main Street and associated intersections to enhance safety, improve traffic operations, and better accommodate bicyclists and pedestrians along the corridor. The first public meeting about this project was held on January 13, 2026, in coordination with the Town of Summerville’s adjacent Main Street Resiliency Project. Following public input from the first meeting, the County conducted a second public meeting online to provide updates on the County’s Main Street Improvements Project. The purpose of this online meeting was to share the revisions the County has made based on public feedback and to solicit comments on the updated conceptual plans.
The public was invited to attend an online public information meeting during the dates listed below to learn more about the project design updates and provide constructive feedback. An in-person Public Information Meeting (PIM) was held for the Main Street Improvements Projects held on January 13, 2026, from 5 -7 PM at Summerville Elementary School in Summerville, South Carolina.
The public was invited to submit comments or questions via the project website, mail, or in person at the PIM. A total of 362 comments were received during the comment period from January 13, 2026, through February 13, 2026. Dorchester County and the Town of Summerville held a public meeting on Tuesday, January 13, from 5:00 p.m. to 7:00 p.m., at Summerville Elementary School, 835 S Main St, Summerville, SC 29483. The meeting was a drop-in format, and no formal presentation was given.
The purpose of this meeting was to provide information about the projects, share conceptual plans, and solicit the public’s feedback. The Main Street Improvements Projects are a collaborative initiative between Dorchester County and the Town of Summerville to enhance US Highway 17A from Carolina Avenue to US Highway 78. The projects are designed to improve safety and traffic operations, strengthen corridor resiliency, and provide accommodations for pedestrians and bicyclists.

NOTICE TO CITIZENS OF DORCHESTER COUNTY: Pursuant to the South Carolina Eminent Domain Procedure Act, Section 28-2-70(c), Code of Laws of South Carolina, 1976, as amended, notice is hereby given that entry by personnel of, or working under contract with, Dorchester County (County) will be made in the area of the road(s) described below for such purposes as topographic surveys, subsurface exploration, environmental related studies and for the gathering of any other data necessary for the planning, design, property acquisition and construction of a roadway improvement project. Surveys for the project will be conducted on the following road(s) as described:
- US Highway 17A (Main Street) between Carolina Avenue/Tupper Lane and 1st Street, including up to 250 feet in either direction on most intersecting roadways
- Up to 450 feet in either direction on the following roadways intersecting US Highway 17A: Carolina Avenue and Tupper Lane
The project involves corridor and intersection improvements, and improvements to bicycle and pedestrian accommodations. This project is made possible by the Dorchester County Transportation Sales Tax Program.
